It is rather shameful and painful to say that an unbelievable percent of the police officials are criminals with a very clear cut criminal background and persistent relation with notorious criminals. A candidate joining the training academy or Police training camp will have all the abstemious natures of a real human being. There upon his transition starts from the innate to the hyper-egoist, ultra brutal creature which ever yarns to earn, attack and kill, one who is sapping out the very values of all human relations and gaining in the language, outlook, expression fully cannibalistic.

It is staggering that the people entrusted to protect us from crime have criminal convictions themselves. It is even more worrying that so many police officers convicted of serious crimes involving dishonesty, violence, rape and murder have been allowed to keep their jobs. The public entrust the police with the use of legal force precisely because they are taken to be self-disciplined and restrained, which is why anyone convicted of a violent offence should be dismissed. One cannot understand how a police officer convicted of serious crimes can perform his duty effectively. The trust that is absolutely vital in policing is seriously undermined when police officers are being convicted of crimes. Allowing police officers convicted of offences of violence or dishonesty to continue serving merely brings the vast majority of law-abiding and diligent officers into disrepute and making the whole system a sepulcher for virtues. Although there are vetting procedures for dealing with new applicants, there is no home office guidance for dealing with officers committing offences while serving.

There is a disturbing lack of consistency in how police force deals with officers who are convicted of crimes. Where an officer has committed misconduct, which can include a criminal offence, a range of disciplinary actions should be taken. Each case should be judged on its merit. The force concerned should then take action depending on a range of factors including the severity of the offence and its impact on an officer's ability to carry out his duties.

What is known to the public for decades is that there a nexus between Politicians, Police and Criminal elements and there is a proliferation of criminal gangs under political and police patronage. If our Democracy is to survive the onslaught of criminal elements - the organised crime on the system, there is need to take urgent and decisive steps. Politicians, devoid of a record of service, sacrifice and a mass base, need money and muscle power to keep their positions of power and to bludgeon their constituency into submission. Criminal elements in police thrive on wrongdoings and they need someone to keep the law away from their back and heels. Once the politician reaches a particular stature and develops a clout, he dictates terms to Police and Bureaucracy much to the delight of the criminal elements. The bonds become stronger and the triads find it difficult to survive without the help of the other and the point of no return is reached.

Existing criminal laws are woefully inadequate to deal with various manifestations of organised crime. There is need for a special legislation to deal with this menace. We need special courts and suitable modifications in the Criminal Procedure to make justice swifter. A stitch in time will save nine. The inability of the criminal justice system to deal firmly with infractions like rowdyism, gambling, prostitution, drugs etc lead to development of organised crime. Yesterday’s petty criminals turn out today’s dons. Hence, the need to nip budding criminals at the early stages itself.

Police, who are the gate keepers of the mighty criminal justice system and the bureaucracy, who are the dispensers of welfare measures to the society, are at the mercy of politicians for their survival. Politician’s displeasure bring down on them harassment like frequent transfers and disruption in career advancement. Hence, they quietly toe the line of politicians. Here police and bureaucracy act as catalysts for the growth of the nexus between the politician and criminal elements. To make the police and bureaucracy people oriented and act without fear or favour, control of politicians over them should be carefully structured.

A good number of high-profile police officials are under scanner for various offenses, ranging from an alleged connection with fake stamp paper scam kingpin to much more concentrated levels. This complicity between police and underworld are more evident in land deals.

Even 6o years after independence there is widespread unrest, discontent and conflicts among a large section of the population which is leading to the threat to the rule of law in India. Due to this people are losing faith in the system, ability of law enforcement agencies to maintain order and enforce the rule of law and to provide justice. In spite of the failures and derailment of the democratic system, India has survived and made progress due to the resilience of its people.

Politician of these days are eager to use their expertise and time for nation building, in making them self rich and dominate the officials and law abiding citizens.

Criminalization of police is an extremely serious problem, which has already reached dangerous levels. Implanting mechanisms to assure accountability of the police to the public it serves did not become priority, as it should have, which creates direct affect on the rule of law. The police system should be characterized as a regime force, which places the needs of politicians or powerful individuals over the demands of the rule of law and the needs of citizens. In the performance of their duty, law enforcement officials shall respect and protect human dignity and maintain and uphold the human rights of all persons. It requires the police to uphold the rule of law, ensure safety of citizens, be responsible, accountable and protect democratic values.

It is painful to say that the activity of the police these days are meted out against the marginalized sections of the society. Almost everywhere, minorities and vulnerable groups such as the poor and women, experience a more crushing weight of police activity.

It is well known that the democratic governance would also require that the police force, described as the most visible arm of the states authority , reflects the norms and the ethos that people perceive as aimed at their common good. It was observed in the case that the officers charged with maintenance of law and order can use only that much force as in necessary for disposal of an unlawful assembly and suppression of riot. This principle had emerged from the common law. The police, who are the gate keepers of the mighty criminal justice system and the bureaucracy, who are the dispensers of welfare measures to the society, are going to any extend of cruelty and ill deeds to amass wealth and get promotions.

It is being urged that the immediate inquiry into the activity of the police should be made so that their arbitrary action remain under control and they don’t break the order of the rule of law which has prevailed for so long period. Everyone is in rush without any kind of concern for the rest wanting to be first, whether it is on the road or in any other walk of life to carve out short cuts for them to pass through and a psyche to justify their wrongs with an expectation only for others to follow the law and wait for the day when all other subject themselves to the rule of law so that they could follow suit. There is no initiative by the government to check such a breach.

Self-sacrifice enables us to sacrifice other people without blushing.

Democracy is the buzz word for our political system. But a nation where a majority of population below 50 elects people above 60 to power is non democratic. A real Indian will never be happy with the way the country is being governed. It bothers us when a group with retarded primary reflux system due to old age, instead of retiring and resting, think and go themselves as the most eligible to be at the helm of political affairs and consider people below 50 years as political ‘kids. The country desperately needs some young leaders who personify energy, enthusiasm, morality, and diligence. No doubt we have progressed a lot in the last 63 years but the development pace would have been completely different had some young torchbearers led this process of development.

Old age is not a bad quality but draining new talents is not good. India has to use the young brilliant talents who have many new ideas coupled with right and rapid execution art. Although old is gold, their rigid mind seldom accept innovative thinking. Indian old age politicians are very good examples for this. The image that pops into head when one thinks of Indian politicians is not only grayness but the inefficient effort put by them to stabilize bipedal posture and perpendicularise their age bent sickle shape. Could the ailing body understand, think or act anything else other than its ailment. They have the wealth of experience, bestowed their nuggets of wisdom on one and all at a time. They have been around for a while in the past, and have seen the country go through the throes of development, being vital participants. They might have symbolized the dignity that India stood for and had grace and poise firmly on their side. With all respect to them I say, these greybeards end up taking the country down with them. Here older people never make better politicians. Instead the progress of our country is hampered by these oldies who want to run the show. It’s time the younger generation takes over from them the wand and crown of responsibility to steer the nation.

Then what beholds them? Both the question and answer are queer. The Sexa-Nonagenarian politicians are generally less liberal and open than their younger counterparts. To be more precise they are lackadaisical, rigid and dogmatic in their way of thinking which make them highly selfish as they enjoy the heady feeling of power and refuse to let go off even when they have one foot to the grave. They push themselves to the utmost, often neglecting the efficient, active young who are more techno- evolutional and lackey. They protract ‘as old age sets in efficiency tiers up’. Thus these old politicians create national stagnancy and impede the progress of the country through their younger counterparts which could be at a much faster pace than theirs. As these obsolete politicians have been a familiar face over the years, the general public put trust and confidence in them, believing that they are still the venerable young men who can do no wrong and steer the nation to prosperity. .

There are few things which need to be clarified. Youngsters never mean people of twenty with no experience at all. Youth in this context is meant to refer people in their late thirties or early fifties with a good mix of energy, efficiency and experience. This never means that old people should leave the political scene and rest. What is wanted is that they should be there but for guidance because they are treasures of invaluable experience.

But its politics remains dirtier than before, as more and more criminals have found their way into it. Shockingly a good number of the Indian parliament members face criminal charges. Even after six centuries of independence the country could not provide very basic resources like food, water, power, proper education or health systems to the Nara- Narayanas (as named by father of our nation). Criminals join politics to gain influence and ensure that cases against them are dropped or not proceeded with. Though law disqualifies convicted criminals from contesting elections, legal delays often abetted by political pressures, make resourceful crooks escape convictions. Growth of criminalisation in geometric progression call on political parties to ban criminals from contesting in elections. Candidate selection committees of parties thoroughly fail due to their own inexplicable andA inexcusable moral lapse.In the past, criminals were helping (clandestinely) the politicians win elections and in turn getting protection. The order has now reversed. Now the politicians are seeking protection from criminals, as the latter get direct access to power as they become legislators or ministers using money and muscle power. Drastic reforms in the existing law is nothing but an urgent necessity to force the political parties take initiative to curb the mass production of criminal legislators by denying tickets to those with criminal background. Criminals under trial or whose appeals from earlier convictions are pending for disposal before courts for murder, rape, corruption or theft from the public treasury, can represent the people in the country’s highest legislative forums, as election commission is totally helpless here. None of the political parties have taken any step to curb this as being the only way of their existence.Cases against politicians remain pending for long time letting them contest and win elections. Here the extreme necessity of settling cases pending against politicians arise or else they contest, win and with their power manipulate the cases for their favour .Punishment is deterrent to crime to instill a sense of fear in would-be criminals. Fear is a strong emotion but its efficacy in crime prevention is scarce. This happens because of the active presence of gangsters the mafia. Mafia is not an abstract concept, or a mere literary term. It is a criminal organization regulated by unwritten but iron and inexorable rules with oppression, arrogance, greed, self-enrichment, power and hegemony above and against all others. The myth of a Mafioso is just the opposite of the generous 'man of honor' It is a sign of India’s endemic political corruption. Its life is sustained by a widespread lot which breeds a general distrust in the average Indian, distrust of everything, including the system of justice. Those who deny the existence of Mafia are deceptive or plain dishonest. Mafia growth is so fast and wide and are powerful enough to own anything and extort hundreds of millions of rupees in any span of time to bring ever more businesses or clear some from the array. It is cancer that spreads fast and destroy India’s economic base. It is the most serious social problem confronting the country today.Abdication of democratic responsibility by delaying decisions on contentious issues or leaving decisions to the judiciary results in virtual paralysis of the decision-making apparatus. Here the developmental activities come to a standstill and the country’s problems remain unresolved. Delaying of decisions hinder the growth of the country. This is very unfortunate for a country like India which needs fast pace in all means. Politicians responsible to run the system are making fortunes for themselves. The working of government is carried out by a few honest public servants and a minority selfless real citizens which forms just twenty five percent. Barring this odd twenty five percent, balance is uncouth, selfish, loudmouthed, dirty and untruthful without any civic sense. The need of basic human values is a thing of thought here. To make this thought, the current disgraceful political activity of the corrupted politicians who are spoiling the very future of our mother country, must be banned.Multi-party democracy is a curse. India is the only country which can form a political party with a smack of a few hundred members. Here happens the birth of more new politicians (scoundrels). The endless love to become a political leader leads to the fragmentation of existing political parties in to as many as or more than what English alphabets can suffix. This results in coalition governance which is mere polygamy at its worst, where the husband (party) is trying to please all others, who never fuse homogenously but stands to divide and fall. The objectives of all political parties are to get public votes without which they cannot survive. So their interests conflict substantially and go to the extent of spoiling the good work that is being done by any other party. They make issues out of nothing to stall and get cheap popularity.The problem thus created will never get a solution during the entire tenure of that house. Billions are drained from the public fund in the name of discussions, chartering flights, making calls over land, cell or satellite phones in the name of inter and intra party meetings inside and outside the state.
